H.E. Mr. Ismaël Nabé is a prominent Guinean politician, telecommunications engineer, and economic strategist currently serving as Guinea’s Minister of Planning, International Cooperation, and Development. He spent nearly two decades in Malaysia, where he built a solid academic and professional foundation. He holds a Bachelor’s degree in Communication Engineering from the International Islamic University Malaysia (IIUM) and a Master’s degree in Telecommunication Engineering from the University of Malaya, establishing a cross-disciplinary expertise at the intersection of technology, global management, and public policy.
Before entering government cabinet, Nabé spent over a decade working in international corporate management, notably as a Senior Manager with the Marcus Evans Group, and became a strong advocate for Afro-Asian economic relations. He co-founded the Malaysian African Professionals & Entrepreneurs (MAPE) association to bridge private sector opportunities between the two regions. Recognizing his expertise in investment and public-private partnerships (PPPs), he was appointed as an Advisor to the Prime Minister of Guinea in July 2020, tasked with coordinating strategic partnerships and modernizing economic infrastructure.
In March 2024, Nabé was elevated to the cabinet as Minister of Planning and International Cooperation. He has become a central architect of Guinea’s structural economic transformation, notably spearheading the ambitious “Simandou 2040” program, a 15-year developmental roadmap geared toward local resource value addition and multi-sectoral diversification. His proactive leadership in fiscal and macroeconomic stabilization helped secure Guinea’s first sovereign credit rating upgrade to B+ with a positive outlook by S&P. Demonstrating his rising stature as a regional economic leader, Nabé was unanimously elected as the Chairman of the Board of Governors of the ECOWAS Bank for Investment and Development (EBID).
