Hon. Dr. Musenero Monica Masanza

Dr. Monica Musenero Masanza is a prominent Ugandan veterinarian, microbiologist, and epidemiologist currently serving as the Minister of Science, Technology, and Innovation. She gained international recognition for her expertise in epidemic control, having served as a key consultant for the World Health Organization during the West African Ebola outbreak and later as a Senior Presidential Advisor during the COVID-19 pandemic.
Her academic background is extensive, holding a Bachelor of Veterinary Medicine and a Master of Public Health from Makerere University, as well as a Master of Science in Microbiology and Immunology from Cornell University. These credentials supported her transition from clinical veterinary work to high-level public health management and national policy-making.
In her current ministerial role, Dr. Musenero focuses on advancing Uganda’s technological sovereignty. She champions the “Pathogen Economy,” the development of the Kiira Vehicle Plant for electric mobility, and the establishment of Uganda’s nascent space program. Her efforts in these sectors earned her the Special African Public Service Excellence Award in 2025.
